The Trump administration’s America’s AI Action Plan—released in July—takes a significant step toward positioning artificial intelligence as both a national asset and a defense tool. One of its most notable provisions calls for the strategic use of AI to protect America’s critical infrastructure, from pipelines and power grids to financial systems and public services.
As digital threats outpace traditional defenses, the White House emphasizes that AI should be a key component of the nation’s cyber resilience strategy. However, the plan also recognizes that AI can become a risk if not properly secured.
The logic is straightforward and urgent. AI tools are becoming increasingly vital for monitoring, defending, and responding to cyber threats in real time—especially for infrastructure operators with limited staff or budget. The administration’s plan recommends that these operators use AI not just to automate threat detection, but to actively reduce system vulnerabilities, manage complex IT and OT (operational technology) environments, and respond swiftly to malicious activity.
The Action Plan also notes that AI systems are vulnerable to attacks. From adversarial inputs and corrupted training data to backdoors in supply chains and opaque decision-making, AI technologies create new systemic vulnerabilities, some of which are still not well understood.

Preparing for AI incidents in advance acknowledges that even the most reliable systems can fail. The plan emphasizes the importance of risk mitigation for AI-related cyber events; it advises that federal agencies and infrastructure operators include AI scenarios in their existing response playbooks and that the Cybersecurity and Infrastructure Security Agency updates its Cybersecurity Incident & Vulnerability Response Playbooks accordingly.
This approach isn’t just about firefighting; it’s about proactively developing an action plan. Both companies and governments lack effective tools to handle the risks posed by today’s evolving AI systems. Proactive planning helps ensure the continuity of critical services when AI systems are degraded, misused, or manipulated—an increasingly likely scenario as AI becomes more integral to system operations.
The strategy also encourages private-public partnerships to create scalable incident response models and to incorporate AI threat planning into national security and emergency preparedness frameworks.
Beyond domestic networks, America’s AI Action Plan aims to develop a broader understanding that AI and national security are part of a global chessboard; under Pillar III, the plan encourages the US to take the lead in evaluating national security risks from frontier AI models. These powerful systems—developed both domestically and internationally—could create new opportunities for state-sponsored cyberattacks, influence campaigns, or other asymmetric threats.
To stay ahead, the administration advises assessing foreign AI systems for hidden vulnerabilities, potential malicious influence, and cross-border risks while working with developers, allies, and international organizations. The administration’s AI plan moves from broad goals to targeted actions. This is a smart step toward resilience, acknowledging that the future of national security heavily depends on data and models. As critical infrastructure becomes more dependent on digital systems, the stakes are higher than ever.
